欧盟对非洲经援战略转型与困境:以“全球发展战略”为参照

摘　　要：第二次世界大战结束后,法、德、意、荷、比、卢六国基于对欧洲历史的反思和对未来的期盼,作出了共同推动政治经济一体化的历史性决定。他们同时承诺在国际事务中摒弃昔日的“强权政治”方式,而转为“民事力量”(civilian power)这一新方式塑造欧洲的形象。由此,从欧共体向欧盟的转型不仅被誉为国际关系中区域化合作最成功的案例,而且成为相关理论研究的焦点。纵观其实践与结果,欧盟在与发展中国家,尤其是与非洲国家的交往中是否改变了欧洲曾经惯用的强制性措施呢?通过参阅欧盟对外关系的重要条约、文件及相关学术研究成果,本文认为,实际上欧盟难以摒弃源于强权政治传统和现实发展差距的心理优越和歧视性政策。这使得它在对非洲国家开展经济援助的过程中未能有效地扮演新型国际行为体的角色,相关政策的实际效果因此备受质疑。Since the 1990s,the transition from the European EconomicCommunity(EEC)to the European Union(EU)has been seen as the most seminal case study in terms of the regional studies of internationalrelations.Given this,it has been the focal point of the IR theories.After the end of the wwIl,six original states of EuropeFrance,Germany,Italy,Holland,Belgium and Luxemburg decided to push for political and economic integration following their reflections on history and the expectations for the future,which is a historical choice for a new Europe.To that end,they vowed to give up the“power politics”that has been used international politics for centuries and then to act a"civilian power"in theeconomicrecovery and mutual development of Europe and beyond.Now rethinking the interactions between the EU and the Global South generally and the African states particularly,can we say the EU has restrained itself from using the“coercion”in foreign affairs?Based on our study of the EUdocuments,official briefings and scholarly works,this articles argues that it is really difficult for the EU to abandon the superior mentality and bias policy to the African states as they were deeply rooted in the tradition of power politics prevailed in Europe.As a result,the EU has been unsuccessful as expected in the aid programs to Africa and acting a civilian power in effecting its policy goals.
