乡村振兴视角下耕地利用转型研究——以山东省为例

摘　　要：耕地是农村经济发展的基础,乡村振兴背景下探讨耕地利用问题是推动农业农村优质发展、实现农业农村现代化的关键。本文以山东省为例,通过熵权法对耕地利用转型与乡村振兴进行指数形态评价并利用耦合协调度模型分析二者发展趋势。研究结果表明:(1)山东省耕地利用显性形态指数呈上升趋势,耕地利用结构趋于合理。(2)山东省耕地利用隐性形态指数呈增长趋势,其中,耕地经济、社会功能呈波动上升趋势。(3)山东省乡村振兴水平呈上升趋势,体现出乡村振兴战略实施效果。(4)山东省耕地利用转型与乡村振兴水平的耦合协调度持续增强,由中级协调步入良性协调阶段,但乡村振兴发展滞后于耕地利用转型。基于上述研究结论,从坚持“18亿亩耕地红线”政策、实现耕地功能三效合一以及构建乡村振兴发展水平监督体系等方面提出政策建议。Cultivated land production is the foundation of rural economic development,and the discussion of cultivated land utilization under the background of rural revitalization is the key to promote the high-quality development of agriculture and rural areas and realize agricultural and rural modernization.Taking Shandong Province as an example,The author evaluates the exponential form of cultivated land utilization transformation and rural revitalization through the entropy right method,and analyzes the development trend of both with the coupled coordination model.The results show that:(1)The dominant form index of cultivated land utilization in Shandong province is rising,and the cultivated land utilization structure tends to be reasonable.(2)The recessive form index of cultivated land utilization in Shandong Province shows an increasing trend,among which,the economic and social functions of cultivated land show a fluctuating upward trend.(3)The level of rural revitalization in Shandong Province is on the rise,reflecting the implementation effect of the rural revitalization strategy.(4)The coupling and coordination of the transformation of cultivated land utilization and rural revitalization in Shandong Province has been continuously enhanced,from the intermediate coordination into the benign coordination stage,but the development of rural revitalization lags behind the transformation of cultivated land utilization.Based on the above research conclusions,policy suggestions are put forward from the aspects of adhering to the“red line of 1.8 billion mu of cultivated land”,realizing the integration of cultivated land function and building a supervision system for the level of rural revitalization and development.
