乡村特色产业全产业链开发动力因素及正反馈机制:基于柳州螺蛳粉案例分析

摘　　要：全产业链开发是乡村特色产业发展的主攻方向。结合产业结构优化理论,文章识别了乡村特色产业全产业链开发的动力因素及正反馈机制。在此基础上,通过对柳州螺蛳粉全产业链开发案例的分析,展示了产业链从初步构建到健全完备的动力与逻辑。研究表明,第一,全产业链开发使得乡村特色产业呈现链条完备、业态丰富的发展形态,影响全产业链开发的动力因素包括主体因素、资源条件因素和重点任务因素。第二,全产业链开发的动力表现为正反馈机制,其基础是政府部门和市场主体通过明确分工聚合主体力量,通过科学编排聚集资源条件,通过安排次序聚焦重点任务。第三,正反馈机制的关键环节为产业链得到延展加粗,由此提升要素禀赋,增强各方发展产业的意愿、能力和实践,推动产业链再一次得到延展加粗,如此正反馈作用最终实现乡村特色产业全产业链开发。揭示乡村特色产业得以全产业链开发的动力机制,就是在成功实践经验的基础上,探寻全产业链开发的可行路径,为乡村产业振兴提供新思路。The whole industrial chain development is the main direction of development of rural characteristic industries.Based on the analysis of the development case of the whole industrial chain of Liuzhou snail powder,The author shows the power and logic of the industrial chain from initial construction to sound and complete.The results show that,first,the development of the whole industrial chain makes the rural characteristic industry present a development form with a complete chain and rich business forms,and the driving factors include the subject factor,resource condition factor and key task factor.Second,the driving force of the whole industry chain development is manifested as a positive feedback mechanism,which is based on the aggregation of the main forces by government departments and market entities through a clear division of responsibility,the conditions for gathering resources through scientific arrangement,and the focus on key tasks through arrangement.Third,the key link of the positive feedback mechanism is to extend and broaden the industrial chain,thereby enhancing the factor endowment,enhancing the willingness,ability and practice of all parties to develop the industry,and promoting the industrial chain to be extended and thickened again,so that the positive feedback effect finally realizes the development of the whole industrial chain of rural characteristic industries.Revealing the dynamic mechanism of the whole industrial chain development is to explore a feasible path for the development of the whole industrial chain on the basis of successful practical experience,and provide new ideas for rural industries revitalization.
