摘　　要：教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑,中国式现代化的西藏实践也亟需大批德才兼备的高素质人才作为支撑。研究聚焦中国式现代化西藏实践中亟待解决的人才聚集问题,借助复杂系统理论和层次分析法,深入剖析了西藏人才聚集效应的现状、特征及其对区域经济发展的影响,并构建了适用于社会主义现代化新西藏建设的人才聚集效应指标体系。研究结果显示,西藏人才聚集效应的六个核心特征中,政府激励效应最为显著,其次为信息共享效应、社会网络效应、集体学习效应,而区域空间效应和知识溢出效应相对滞后,说明西藏在人才聚集过程中具有明显的独特性与政策导向特征。后续应通过优化人才引进与激励政策、健全市场化人才引进机制等措施,进一步发挥人才聚集效应,为实现中国式现代化西藏实践提供智力支撑。The practice of Chinese-style modernization in Xizang also urgently requires a large number of high-quality talents with both moral integrity and professional competence.This study focuses on the pressing is⁃sue of talent clustering in the context of Chinese-style modernization in Xizang.Utilizing complex systems theo⁃ry and the Analytic Hierarchy Process(AHP),it thoroughly analyzes the current status,characteristics,and im⁃pact of talent clustering effects on regional economic development in Xizang.Furthermore,it constructs a talent clustering effect indicator system tailored to the construction of a modern socialist new Xizang.The research re⁃sults reveal that among the six core characteristics of talent clustering effects in Xizang,government incentive ef⁃fects are the most significant,followed by information sharing effects,social network effects,and collective learn⁃ing effects,while regional spatial effects and knowledge spillover effects lag behind.This indicates that the pro⁃cess of talent clustering in Xizang exhibits distinct uniqueness and policy-driven characteristics.
