数据开放的中国模式构建:理论基础与实践路径

摘　　要：在大数据时代,数据开放运动并没有解决数据鸿沟的问题,也没有解决“数据烟囱”的问题,而且由于不同主体在数据应用方面的能力差异,数据开放可能会导致新的鸿沟。因此,要站在更高的维度推进数据开放,将数据开放作为发挥数据生产要素作用的重要方面。沿着“政府信息公开—政府数据开放—政府数据服务与智能服务”的路径,将政府数据开放视为一种新型的公共服务。在数据公开过程中,嵌入数据服务与智能服务,通过建立政府开放数据平台、建立互动评价机制、加快数据基础设施建设、建设数据分析利用的公共服务能力平台,进一步发挥数据生产要素对社会生产力的促进作用,将所开放的数据资源变成“数据资产”“数据资本”,实现我国在数据开放方面的弯道超车。从政策上看,我国应将数据服务与智能服务作为一种公共服务,打造数据开放的中国模式样板。In the era of big data,the open data movement has not resolved the problem of the data divide,nor the issue of data silos.Furthermore,due to the varying capabilities of different stakeholders in applying data,open data may lead to new divides.Therefore,it is necessary to promote open data from a higher dimension,considering it as an important aspect of realizing the role of data as a productive factor.Following the path of“government information disclosure-open government data-government data services and smart services”,the paper views open government data as a new type of public service.It suggests embedding data services and smart services in the process of data openness by establishing open government data platforms,creating interactive evaluation mechanisms,accelerating the construction of data infrastructure,and building public service capacity for data analysis and utilization.This would further promote the role of data as a production factor in social productivity,transforming the open data resources into“data assets”and“data capital”,and enabling China to catch up in the field of open data.From the policy perspective,China should treat data services and smart services as public services and create a model for open data in China.
