能源保供形势下临哈铁路扩能改造方案研究

摘  要:临哈铁路作为三大进出疆铁路通道之一,具备支撑国家能源战略安全、促进沿边开发和区际联通等多重功能。为充分发挥疆煤稳价保供作用,确保国家能源安全,从疆煤外运通道格局入手,以运输需求为导向,分析临哈铁路客货运发展存在的薄弱环节。在此基础上,分临河—额济纳、额济纳—梧桐水、梧桐水—哈密3个区段,考虑通道能力、工程设置及经济性等因素,从正线数目、牵引种类和牵引质量等多个维度统筹研究临哈铁路扩能改造方案。研究结果表明,临河—梧桐水段需增建二线、进行电气化改造并提高牵引质量至10 000 t;梧桐水—哈密段需增开全部预留车站并进行电气化改造;同时需对全线部分车站进行万吨扩能改造。研究成果可为进一步完善疆煤外运系统、保障通道能力提供科学理论依据。As one of the three major railway corridors leading to and from Xinjiang,Linhe-Hami Railway has multiple functions such as supporting the national energy strategic security,promoting border development and interregional connectivity.In order to fully leverage the role of Xinjiang coal in stabilizing prices and guaranteeing supply,and to ensure national energy security,starting from the pattern of Xinjiang coal outbound transport corridor,guided by transport demand,this paper analyzed the weak links existing in the development of passenger and freight transport on Linhe-Hami Railway.On this basis,factors such as corridor capacity,engineering setting and economy were considered in terms of Linhe-Ejina section,Ejina-Wutongshui section and Wutongshui-Hami section,and the capacity expansion and reconstruction scheme of Linhe-Hami Railway was studied from multiple dimensions such as the number of main lines,traction type and tractive tonnage.The study results show that a new second line needs to be built in Linhe-Wutongshui section,electrification transformation shall be carried out and the tractive tonnage shall be improved to 10,000 t;all reserved stations need to be opened in Wutongshui-Hami section and electrification transformation shall be carried out;in addition,capacity expansion and reconstruction at ten-thousand-ton level is required for some stations along the whole line.The results can provide scientific theoretical basis for further improving the Xinjiang coal outbound transport system and ensuring the corridor capacity.
