摘　　要：针对铁路运输调度指挥管理系统与调度指挥控制系统之间调度作业衔接不畅、缺乏交互、信息共享机制不够完善等问题,深入分析当前调度指挥系统在实际应用中的现状与挑战,揭示调度指挥管理系统与调度指挥控制系统之间的区别与联系,并从调度指挥管控一体化的视角出发,研究在计划编制、计划执行与反馈、计划调整各阶段,调度指挥管理系统与调度指挥控制系统之间的交互与联动机制,提出调度指挥管理和控制系统功能增强的方向,对进一步促进铁路运输高效运营、提升智能调度指挥水平具有理论意义和实际价值。Aiming at the problems of poor connection of dispatching operation,lack of interaction and insufficient information sharing mechanism between dispatching command management system and dispatching command control system of railway transportation,this paper analyzes the current situation and challenges of the current dispatching command system in practical application,and reveals the difference and connection between them.From the perspective of integration of dispatching command management and control,it studies the interaction and linkage between the two systems at each stage of plan preparation,plan implementation and feedback,plan adjustment,and points out the direction of function enhancement of the two systems,which is of theoretical significance and practical value to further promote efficiency of railway operation and enhance the level of intelligent dispatching command.
