江苏省国家基本公共卫生项目可视化健康教育服务暗访调查分析

摘　　要：目的了解江苏省国家基本公共卫生服务项目可视化健康教育服务开展情况,为提高服务质量提供依据。方法2023年6—7月,在江苏省随机抽取200家承担基本公共卫生服务项目的社区卫生服务中心(乡镇卫生院),委托第三方专业调查公司通过隐秘拍摄和实地观察开展暗访,从健康教育宣传栏、宣传资料和音像播放等3个方面评估。结果200家机构健康教育服务综合得分M(P_(25),P_(75))为58.06(48.39,64.52)分,宣传栏、宣传资料、音像播放得分分别为100.00(91.67,100.00)、40.00(0.00,40.00)、38.89(22.22,44.44)分。苏南综合得分M(P_(25),P_(75))为61.29(54.84,67.74)分,高于苏中[56.45(45.16,66.94)分]、苏北[51.61(45.16,58.07)分],差异有统计学意义(H=28.06,P<0.01);城市、农村分别为58.06(51.61,67.74)、58.06(48.39,64.52)分,差异无统计学意义(U=1.18,P=0.28)。宣传栏情况:户外设置健康教育宣传栏189家(占94.50%),面积>2 m^(2)188家(占94.00%),距离1.5 m可清晰阅读186家(占93.00%),宣传栏前无阻挡184家(占92.00%),宣传栏有栏头181家(占90.50%),有日期或期号161家(占80.50%)。宣传资料情况:门诊咨询台有健康教育资料架130家,(占65.00%),资料质量合格124家(占62.00%),种类>6种104家(占52.00%)。音像播放情况:有音像播放设备166家(占83.00%),能正常播放、播放内容是健康教育、播放内容图像清晰各80家,各占40.00%。结论江苏省国家基本公共卫生服务项目在宣传资料、音像播放等健康教育服务方面仍需加强。Objective To investigate the implementation of visualized health education services in national basic public health services program in Jiangsu Province,so as to provide insights into improvements in the service quality.Methods A total of 200 community healthcare service centers(township hospitals)that undertook basic public health services program were randomly sampled in Jiangsu Province during the period between Jun and Jul,2023.A third⁃party professional investigation company was assigned for covert visits through covert photography and field observations,and health education billboards,propaganda materials and audio/video playback were assessed.Results The median(P_(25),P_(75))comprehensive score of health education services was 58.06(48.39,64.52)points in 200 institutions,and the median scores of health education billboards,propaganda materials and audio/video playback were 100.00(91.67,100.00),40.00(0.00,40.00)and 38.89(22.22,44.44)points,respectively.The median comprehensive score of health education services was higher in southern Jiangsu Province[61.29(54.84,67.74)points]than in central Jiangsu Province[56.45(45.16,66.94)points]and northern Jiangsu Province[51.61(45.16,58.07)points](H=28.06,P<0.01),and there was no significant difference between in urban[58.06(51.61,67.74)points]and rural areas[58.06(48.39,64.52)points](U=1.18,P=0.28).There were 189 institutions with outdoor health education billboards(94.50%),188 institutions with a billboard area of>2 m^(2)(94.00%),186 institutions with clear reading at a distance of 1.5 m(93.00%),184 institutions without stop before the billboards(92.00%),181 institutions with headings in the billboards(90.50%),and 161 institutions with dates or issues on billboards(80.50%),and there were 130 institutions with health education material shelves on outpatient consultation counters(65.00%),124 institutions with eligible material quality(62.00%),and 104 institutions with more than 6 types of health education materials(52.00%).In addition,there were 166 institutions wit
