摘　　要：从全球治理体系变革的视角出发,本文将全球发展倡议理解为中国倡导的一种统筹治理的新型国际规范。其中,坚持发展优先原则和坚持以人民为中心原则是新型国际规范的核心内涵,具体表现为统筹发展与安全、统筹人民与国家的新型治理理念。从实践来源看,这一新型国际规范源于中国近年通过澜湄合作、上海合作组织等机制来重塑周边区域治理的一系列成功实践。在澜湄合作中,除了回应下游国家对跨境水资源合作的需求外,中国倡议开展跨境安全合作以及社会人文领域的合作,平衡该流域既有机制偏重经济合作和国家间合作的倾向,实现了发展与安全、人民与国家的统筹治理。在上海合作组织中,除了推进俄罗斯偏好的中亚安全合作外,中国倡议开展中亚经济合作和人文合作,平衡该机制侧重安全合作和国家间合作的倾向,也实现了发展与安全、人民与国家的统筹治理。From the perspective of the reform of global governance,this paper conceptualizes the Global Development Initiative as a new type of international norm for comprehensive governance advocated by China.The essence of this new international norm lies in the priority development and people-centered principles,which are specifically manifested in a novel governance concept that integrates development with security and harmonizes the interests of people with those of nation-states.In practicalterms,this new international norm has its roots in China's recent successful efforts to reshape regional governance within its neighboring areas through institutions such as Lancang-Mekong Cooperation and Shanghai Cooperation Organization.For example,within the Lancang-Mekong Cooperation framework,China has not only addressed downstream countries’requests for cross-border water resource cooperation but also fostered cross-border security cooperation and collaboration in social and cultural domains.This balances the existing mechanism's inclination towards economic cooperation and inter-statecollaboration while achieving integrated governance encompassing development,security,people,and state interests.Similarly,in the Shanghai Cooperation Organization,alongside advancing Russia's preference for security cooperation,China has proposed economic cooperation and cultural exchange in Central Asia.This serves to balance an organizational bias towards security cooperation and inter-state coordination while realizing comprehensive governance integrating development with security considerations and reconciling individual interests with those of nation-states.
