国家发展意愿问题初探——以非洲四国为例

摘　　要：在国家主导的经济结构转型过程中,产业政策和国家能力通常被认为是决定国家干预成效的关键因素。本文承认两者的作用,但认为仅有政策和能力是不够的,被忽视的国家发展意愿在这一过程中同样扮演着不可或缺的角色。既有研究中有关发展意愿的专门讨论十分有限,因此本文尝试从学理层面就如何理解、研究和比较不同国家间的发展意愿作出初步探索。在对这一抽象概念予以界定的基础上,本文提出了一个对发展意愿进行定性分析与比较的理论框架。文章将发展意愿定义为国家机构特别是权力核心对于推进经济发展的愿望或动力,并将其分为切实程度与贯彻程度两个层面。文章进一步提出发展意愿的双重决定因素——发展的权力意义与权力的分配格局,两者分别建构了发展意愿的切实程度与贯彻程度。在此基础上,文章以埃塞俄比亚、卢旺达、尼日利亚和南非四个非洲国家自20世纪90年代以来的经济发展与转型为例,应用本文提出的理论分析框架对四国权力核心在上述过程中所表现出发展意愿的差异性作出解释。In the process of state-led economic structural transformation,industrial policy and state capacity are more often than not raised as the key determi nants shaping the effectiveness of government intervention.While acknowledging that,this article argues that mere policy and capacity cannot fully explain the results of transformation;the development will of state,which is often neglected in the research,has also played an indispensable role.Given the under-researched state of development will,this article attempts to explore how we could possibly define,study and compare development will of different states.The article defines“development will”as the will or motivation of state,especially of whose who hold the core power of state,to promote economic development,and further develops the concept into two levels,the extent of sincerity and the extent of implementation.It then proposes that two factors,the power implication of development and distribution pattern of power,determines the extent of sincerity and implementation of state development will.On the basis of that,the article chooses the economic development and transformation cases of Ethiopia,Rwanda,Nigeriaand South Africa from the 1990s,and explains the differences of development will among the four states by applying the theoretical framework proposed in the article.
