摘　　要：发挥政策和资源双优势是新时代全面构筑西藏高质量发展新动能新优势的内在机理。本文以贯彻落实党的二十届三中全会精神为指引,通过界定政策和资源双优势与经济高质量发展新动能的丰富内涵和特征,提出发挥政策和资源双优势全面提升西藏经济高质量发展新动能的内在逻辑是以坚持党的领导为根本保证,以政策制度保障为外部支撑条件,以资源禀赋为内在基础条件,以双元协同发展机制为动力源泉,以实现高质量发展和增进人民福祉为本质要求。在此基础上,总结提炼发挥政策和资源双优势全面构筑西藏经济高质量发展新动能的实践路径,以期为新时代西藏经济高质量发展和中国式现代化建设提供参考。Guided by the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China,this paper defines the rich connotations and characteristics of the dual advantages of policy and resources and their role in fostering new driving forces for high-quality economic development.It proposes that the internal logic of fully enhancing the new driving forces for high-quality economic development in Xizang lies in adhering to the Party’s leadership as the fundamental guarantee,relying on policy and institutional support as external conditions,utilizing resource endowments as the internal foundation,promoting a dual synergistic development mechanism as the driving force,and ensuring high-quality development and the well-being of the people as the essential requirements.
