摘　　要：在新冠疫情第一波大流行期间,共同生产对于支持公共服务的提供至关重要,而服务提供者面临的主要挑战之一就是如何实现共同生产可持续发展。对共同生产的可持续性进行长期分析的实证研究很少。本研究通过对三家为残障青少年提供发展服务的公共服务机构进行纵向定性研究,探索共同生产持续性的微观基础,旨在为这一课题作出贡献。在新冠疫情第一次封锁之前、期间和之后,对服务提供过程中的共同生产进行分析,并特别注重探索在受到外部冲击之后,可持续共同生产的条件——相互承诺、互补性和制度性安排——是如何发生并相互加强的。研究结果表明,共同生产的持续存在是一个过程的结果,在这个过程中,对新的互补性进行尝试可以增强以前的共同生产经验,并形成一种相互承诺的环境,从而促进未来的共同生产举措及其制度化。Co-production was vital to support public services provision during the first wave of COVID-19 pandemic,and one of the main challenges for service providers is to make co-production sustainable.There are few empirical studies on the sustainability of coproduction from a long-term perspective.This study aims to contribute to this topic by exploring the micro-level foundations of co-production persistence through a longitudinal qualitative study in three public service organizations providing developmental services for youth with disabilities.Co-production is analyzed along the service provision process before,during and after the first COVID-19 lockdown,with specific attention on exploring how the conditions for sustainable co-production-mutual commitment,complementarities and institutional arrangements-occur and reinforce one another after an external shock.The findings suggest that the persistence of co-production is a result of a process in which experimentation with new complementarities can enhance previous co-production experiences and generate a context of mutual commitment that facilitates future co-production initiatives and their institutionalization.
