摘　　要：新疆建设高水平区域金融中心既要强化服务“一带一路”建设,突出面向中亚西亚大市场;也要加强服务新一轮人民币国际化,重点为人民币在中亚西亚扩大使用提供有力支撑。从机遇看,中亚西亚是未来推进人民币国际化亟需争取与开拓的重点区域,这些地区的国家对国际储备多元化需求为人民币扩大使用提供动力;同时新疆作为我国向西开放前沿及与周边国家文化相近相通,为人民币在中亚西亚扩大使用打下坚实基础。从挑战看,中美战略博弈及周边国家政局不稳对扩大人民币在中亚西亚地区使用带来不利外部环境,新疆基础条件薄弱及融入中亚西亚大市场存在现实障碍,不利于其在扩大人民币使用中发挥关键支点作用。当前及今后一个时期,新疆建设区域金融中心要重点做好以下方面工作:完整准确全面贯彻落实新时代党的治疆方略,为建设区域金融中心夯实基础条件;用足用好党中央赋予新疆重要发展定位和特殊支持,为建设区域金融中心提供良好的政策环境;充分发挥新疆与中亚西亚地区人文、民族与地理环境相近优势,为建设区域金融中心构建民心相通软环境;利用好新疆自然条件及资源禀赋优势,为建设区域金融中心构建更加有利的产业基础条件;做优做强新疆“东联西出”“西引东来”的区位优势,为建设区域金融中心创造适宜的开放条件。In the post epidemic period,to build a high-level regional financial center in Xinjiang,we should not only strengthen the service of the“the Belt and Road”construction,but also focus on the large market of Central Asia and West Asia;We also need to strengthen our services for the new round of RMB internationalization,with a focus on providing strong support for the expansion of RMB usage in Central Asia and West Asia.From the perspective of opportunities,Central Asia and West Asia are the key regions that urgently need to be fought for and explored in promoting the internationalization of the renminbi in the future.These countries provide impetus for expanding the use of the renminbi by diversifying their international reserves;At the same time,Xinjiang,as the forefront of China's opening up to the west and having cultural similarities with neighboring countries,has laid a practical foundation for the expansion of the use of the renminbi in Central Asia and West Asia.From the perspective of challenges,the strategic game between China and the United States,as well as the unstable political situation of neighboring countries,have brought unfavorable external environments for expanding the use of the renminbi in Central Asia and West Asia.Xinjiang's weak basic conditions and practical obstacles to integration into the Central Asia and West Asia market are not conducive to playing a key supporting role in expanding the use of the renminbi.At present and in the future,the construction of a regional financial center in Xinjiang should focus on the following aspects:fully,accurately,and comprehensively implementing the Party's governance strategy in the new era,and consolidating the basic conditions for the construction of a regional financial center;Make full use of the important development positioning and special support given by the Party Central Committee to Xinjiang,and provide a good policy environment for the construction of regional financial centers;Fully leverage the advantages of cultural,ethnic,and geog
