我国水电行业建设征地移民安置技术标准体系发展历程及展望

摘　　要：新中国成立七十五年来,我国水电工程建设征地移民安置技术标准体系经历了一个从无到有,从初步探索到逐渐完善的过程,从整体上可以分为滥觞期、探索期、发展期和完善期四个阶段。随着我国经济社会的不断发展,水电工程建设的全面展开,以及移民安置政策的不断完善,逐步形成了涵盖规划及设计、建造调试及验收、运行维护、至退役的全生命周期的水电工程移民技术标准体系。这些技术标准的制定和执行,对规范水电工程移民安置各阶段的技术工作、维护水电工程移民的合法权益、促进水电工程的顺利开发建设起到了重要的技术支撑作用。展望未来,我国水电移民技术标准体系仍将继续对水电工程开发建设发挥着重要作用,需要进一步需重视加大我国移民标准推广力度,持续完善全生命周期技术标准体系建设。Since the founding of the People's Republic of China 75 years ago,the technical standard system for land acquisition and resettlement of hydropower engineering construction in China has gone through a process from scratch,from initial exploration to gradual improvement.Overall,it can be divided into four stages:the origin stage,the exploration stage,the development stage,and the improvement stage.With the continuous development of China's economy and society,the comprehensive development of water conservancy and hydropower engineering construction,and the continuous improvement of resettlement policies,a technical standard system for hydropower engineering resettlement covering the entire life cycle from planning and design,construction,commissioning and acceptance,operation and maintenance,to retirement has gradually been formed.The formulation and implementation of these technical standards have played an important technical support role in regulating the technical work of various stages of resettlement in hydropower projects,safeguarding the legitimate rights and interests of hydropower project immigrants,and promoting the smooth development and construction of hydropower projects.Looking ahead to the future,the technical standard system for hydropower immigration in China will continue to play an important role in the development and construction of hydropower projects.It is necessary to further attach importance to increasing the promotion of China's immigration standards and continuously improve the construction of the full life cycle technical standard system.
