新时代个体工商户若干发展趋势及对策分析

摘　　要：浙江是中国个体经济先发地。个体工商户是民营企业发展的起点、创新创业的舞台、促进就业的重要保障、扩大内需和促进消费的重要力量,对于促进经济高质量发展和实现共同富裕等方面起到不可替代的作用。党的十八大以来,浙江个体经济实现快速发展并展现出量质齐升、模式创新等高质量发展的新趋势、新特征。从个体工商户规模结构看,总量扩张,产业优化,行业跃迁,地区分化;从个体工商户经营模式及其转型发展看,公司化、连锁化、集群化、外来化、专业化、知识化、邻里化、数字化全面推进。当前和今后应牢牢把握新时代高质量发展这个首要任务,立足浙江个体经济优势基础,积极应对个体经济痛点与难点问题,进一步提升个体经济地位,优化营商环境,分类精准施策,全面系统赋能,促进浙江个体工商户在高质量发展上持续走在前列。Zhejiang is a pioneer in China's individual economy.Individual businesses are the starting point for the development of civilian-run enterprises,a stage for innovation and entrepreneurship,an important guarantee for promoting employment,and a significant force in expanding domestic demand and promoting consumption.They play an irreplaceable role in promoting highquality economic development and achieving common prosperity.Since the 18th National Congress of the Communist Party of China,Zhejiang's individual economy has achieved rapid development,showing new trends and characteristics of high-quality development,such as simultaneous improvement in quantity and quality and model innovation.From the perspective of the scale and structure of individual businesses,there has been total expansion,industrial optimization,industry leapfrogging,and regional differentiation.In terms of the business models and transformation development of individual businesses,there has been comprehensive advancement in corporatization,chain operation,clustering,externalization,specialization,knowledge-based development,neighborhood-based development,and digitalization.At present and in the future,it is essential to firmly grasp the primary task of high-quality development in the new era.Building on the advantages of Zhejiang's individual economy,proactive steps should be taken to address the challenges and difficulties faced by the individual economy.This includes further enhancing the status of the individual economy,optimizing the business environment,implementing precise and targeted measures,and providing comprehensive and systematic support.These efforts will help ensure that individual businesses in Zhejiang continue to lead the way in high-quality development.
