摘　　要：改革开放以来,我国服务业及其吸纳就业的规模不断扩大,并承担着稳定和扩大就业的重要责任。对服务业高质量充分就业的理解与把握,首先要厘清服务业高质量发展与高质量充分就业之间的相互促进关系。服务业高质量充分就业的促进机制,需要从自身增长带动机制、产业融合拓展机制、创新驱动影响机制、区域协同发展机制和人力资源服务机制等方面展开分析。面对技术进步尤其是人工智能对服务业及其就业的影响,促进服务业高质量充分就业,需要稳步扩大服务业就业容量,统筹考虑服务业行业结构优化与就业结构调整,统筹协调服务业区域布局与劳动力要素流动,塑造适应高质量发展需要的现代化人力资源,持续加强服务业新就业形态的劳动者权益保障。Since the reform and opening up,the role and status of the service industry in China’s economic and social development have become increasingly important.The employment characteristics in the service industry have shown relatively stable development patterns,and becoming an important area for stabilizing and expanding employment.Meanwhile,China’s service industry has steadily improved through continuous innovation.With the continuous improvement in overall labor productivity,the digital economy has given birth to many new employment forms in the service industry,creating a large number of job opportunities for society.To understand high-quality and full employment in the service industry,first of all,it is necessary to clarify the mutually promoting relationship between the high-quality development of the service industry and high-quality and full employment.At least three basic aspects should be focused on:first,the issue of high-quality and full employment within the service industry itself;second,the role of the service industry in collaboratively assisting the primary and secondary industries in promoting high-quality and full employment;third,the ability of the service industry to provide more professional service support in improving the micro-employment quality of workers and safeguarding employment rights and interests.Therefore,this article summarizes the promotion mechanisms for high-quality and full employment in the service industry into five aspects,namely,the self-growth driving mechanism,the industrial integration expansion mechanism,the innovation-driven influence mechanism,the regional coordinated development mechanism,and the human resources service mechanism.The rapid application of artificial intelligence(AI)technology,especially generative AI,has an increasingly greater impact on China’s service industry.The most prominent positive impact of AI on employment in the service industry is its ability to create new job opportunities within this industry.Besides occupations related to the res
