国际中文教育发展的新定位——基于2024世界中文大会领导人讲话的思考  

New Positioning for the Development of International Chinese Language Education--Reflections Based on the Speeches of Leaders at the 2024 World Chinese Language Conference

摘　　要：国际中文教育发展的“新定位”是国际中文教育顺应时代发展、提升战略高度的关键所在。国际中文教育兼具有事业和学科双重属性,其发展定位理应超越教学教育层面,上升至既要服务我国的强国建设、民族复兴伟业又要服务世界各国与中国的友好交流与深度合作。新的定位可细化为三:一是与我国国家战略重要时间节点对接,推动中文成为全球通用语言;二是深化文明交流互鉴,推动中华文化走向世界;三是促进民心相通,增进中外友谊。国际中文教育是一项复杂的系统工程,围绕以上战略目标,应积极推进五项重要任务:科学制定国际中文教育中长期发展规划;构建普适性与国别化相结合的国际中文教育标准体系;构建全球中文教育人才培养体系;构建全球数字中文教育体系;建设中外协同的世界一流国际中文教育学科。国际中文教育作为国家和民族的事业,必将为强国建设和民族复兴,为促进中外民心相通、中外文明交流互鉴和构建人类命运共同体发挥独特的重要作用。The“new positioning”of the development of international Chinese education is pivotal for it to align with the progression of the times and elevate its strategic importance.?International Chinese Language Education(ICLE)possesses dual attributes as both a cause and an academic discipline.Its developmental positioning should transcend the level of teaching and education,rising to serve not only China's national rejuvenation and the great cause of building a strong nation but also fostering friendly exchanges and deep cooperation between China and other countries.This positioning can be refined into three aspects:first,aligning with key time nodes in China's national strategy to promote Chinese as a global lingua franca;second,deepening mutual learning among civilizations to advance Chinese culture on the global stage;and third,promoting people-to-people connectivity and enhancing friendship between China and other nations.ICLE is a complex systematic project.To achieve these strategic goals,five key tasks should be actively promoted:scientifically formulating medium-and long-term development plans for ICLE;constructing a universal yet localized standard system for ICLE;building a global talent cultivation system for Chinese language education;establishing a global digital Chinese language education system;and developing a world-class ICLE discipline through Sino-foreign collaboration.As a national and ethnic cause,ICLE will undoubtedly play a unique and significant role in building a strong nation,achieving national rejuvenation,promoting mutual understanding among peoples,facilitating cultural exchanges,and contributing to the construction of a global community with a shared future.
