粤港澳大湾区后发城市经济发展中存在的问题与对策研究——以广东肇庆为例

摘　　要：按照非均衡发展理论,在经济发展的初期,核心地区处于主导地位,会大力发展增长极,但随着时间的推移,基于长期趋势,无论是循环累积因果论还是核心—边缘论,都主张通过政府干预来减少区域发展的不均衡问题,实现一体联动经济全面发展。按照《粤港澳大湾区发展规划纲要》的目标设定,粤港澳大湾区现在已经迈向了新的历史起点,在新的历史阶段,应充分考虑区域间的均衡发展问题,给予后发城市更多的关注。文章以粤港澳大湾区后发城市肇庆为例,分析了其在湾区视野下经济发展中存在的问题,并提出了相应的对策,对湾区均衡发展具有实质性意义。According to the theory of unbalanced development,in the early stage of economic development,the core region is in the leading position.As time goes on,considering the long-term trend,both the theory of circular cumulative causality and the theory of core periphery all advocate reducing the imbalance of re⁃gional development through government intervention to achieve integrated and coordinated economic develop⁃ment.According to the objectives set in the Outline,Guangdong-Hong Kong-Macao Greater Bay Area has now en⁃tered a new stage.In the new historical stage,the balanced development between regions should be fully con⁃sidered,and more attention should be paid to the cities of backwardness.Taking Zhaoqing as an example,this paper analyzes the problems in its economic development in the perspective of the Bay Area,and puts forward corresponding countermeasures,which are of substantial significance to the balanced development of the Bay Area.
