城市河道水位对暴雨内涝影响效应及蓄水方案研究

摘  要:为防治内涝,城市河道在汛期进行低水位或放空运行,随着降雨及洪涝预报精准度提升,需进一步优化蓄水方案。为保障城市排水安全,纾解城市内涝,同时考虑河道景观,以宿迁市西民便河流域为例,构建产汇流-二维地表-一维管网-河道多维耦合模型,采用人工实测、管道自动监测数据进行模型验证,评估了1、2、5、10、20年降雨重现期下8种不同河道边界水位的内涝积水情况,探究了水位顶托效应对城市内涝的影响,并基于此提出了较优的蓄水方案。结果表明,不同重现期下,研究区内涝积水总量均随河道水位的升高而不断增大,内涝积水总量V与淹没出流出水口占比(P_(PIO))呈三次函数关系,R2在0.986~0.999之间;相对溢流量均随河道边界水位的升高而升高,内涝积水总量增大速率与管段上下游高差和出水口淹没水深有关;优化了梯级蓄水方案,可有效控制河道水位顶托致涝效应。To prevent waterlogging,urban river channels are kept low or empty during floods.As rainfall and flood forecasts improve,water storage plans need to be optimized.In order to ensure the safety of urban drainage,relieve urban waterlogging,and consider river landscape,the Ximinbian River basin in Suqian City was taken as an example.A multi-dimensional coupling model of water production and confluence-two-dimensional surface-one-dimensional pipe network-river channel was established.The model was verified by manual measurement and pipeline automatic monitoring data.Under 1-year,2-year,5-year,10-year,20-year rainfall return period,the waterloggings were evaluated under 8 kinds of river boundary water levels.The impact of water level topping on urban waterlogging was explored,and an optimization storage plan was proposed.The results show that under different recurrence periods,the total amount of waterlogging water increases with the increase of river level.The total waterlogging volume V is a cubic function of the proportion of submerged outlet(P_(PIO)),and the R2 is between 0.986 and 0.999.The relative discharge increases with the increase of river water level,and the increase rate of the waterlogging is related to the elevation difference between upper and lower reaches of pipeline section and inundation depth of outlet.The optimized cascade water storage scheme can control the waterlogging effect caused by river top water level.
