摘　　要：应对和减轻突发公共事件带来的影响与后果体现了党和国家领导人的智慧。基于毛泽东、周恩来、朱德、陈云和邓小平五位领导人的年谱资料,采用文献研究法和关键语篇分析法回顾和呈现了领导人对突发公共事件应对的历史轨迹与语境,展示了领导人的领导风范、应急管理水平及其人格魅力,体现了领导人的思想思路和智慧才略。研究认为,领导人对突发公共事件的处理体现了以人为本、实事求是、居安思危、重视科学的思想。该研究对于目前的应急管理工作也有重要的参考和借鉴价值,以调查研究赋能应急管理谋发展,依靠人民群众夯实应急管理基础,统筹推进应急管理立体化体系建设,以新技术推动政府治理的流程再造与效能提升,为新时代应急管理工作提供丰富的经验启示。The effective response to and mitigation of the impact and consequences of sudden public emergencies exemplify the wisdom of the leaders of the Party and country.Based on the annual chronicles of five leaders,Mao Zedong,Zhou Enlai,Zhu De,Chen Yun,and Deng Xiaoping,this study employs documentary research and critical discourse analysis to trace and contextualize how these leaders addressed sudden public emergencies.It highlights their leadership qualities,emergency management skills,and personal charisma,revealing their ideological approaches and strategic acumen.The study concludes that the leaders’methods of handling public emergencies reflect such core principles as people-oriented governance,seeking truth from facts,preparedness during peacetime,and an emphasis on scientific rigor.The findings offer significant insights and practical value for contemporary emergency management,advocating for enhancing emergency management through investigation,grounding efforts in popular support,advancing comprehensive emergency management systems,and utilizing new technologies to optimize government processes and improve efficiency.All these provide valuable lessons and experiences for modern emergency management in the new era.
