摘　　要：在全面建设社会主义现代化国家的背景下,防洪安全已经成为确保社会稳定和人民生命财产安全的重要内容,同时也是国家公共安全体系的关键环节。为保障江河安澜和人民安全,同时弥补新阶段我国防洪体系的短板,深入分析了当前我国国土空间防洪管理的现状和所面临的现实困境,借鉴发达国家先进做法,从完善顶层设计、强化规划衔接、加强土地用途管制、完善人口管理政策、加强洪水风险管理及确定政策优先序等方面制定了国土空间防洪管理的完善路径,为我国提高国土空间防洪管理水平提供参考。Under the background of constructing a socialist modern country in an all-round way,the flood safety has become not only a crucial part for ensuring social stability and people’s lives and property safety,but also a key link of the national public safety system.To ensure the safety of rivers and people,and make up for the shortcomings of China’s flood control system in the new stage,this paper deeply analyzes the current situation and practical difficulties of China’s land and space flood control management,and draws lessons from the advanced practices of developed countries.On this basis,it formulates the perfect path of flood management for national land space from the aspects of perfecting top-level design,strengthening planning linkage,enhancing land use zoning,improving population management policies,reinforcing the flood risk management and determining policy priorities,which provides reference for improving China’s flood management level for national land space.
