中国式现代化视域下学术论文评价体系的优化——从突破论文买卖治理困局角度切入

摘　　要：中国式现代化与学术论文评价体系优化存在共同的理论与相通的逻辑,推进中国式现代化建设必须优化学术论文评价体系。然则,论文买卖、代写代投等学术不端行为正严重破坏学术生态,并呈现高发、多发态势,学术论文评价体系存在诸如论文买卖治理缺乏整体性法治理念、科研评价指标体系与现实科研供给不匹配等问题。面对这些问题应进行有针对性的调整,如细化学术不端行为,允许刑法、民法等实体法介入,为学术论文评价体系的优化提供实体法救济;推进多元协同治理主体参与论文买卖治理;完善核心期刊评选条件,调整论文成果认定标准;积极推进科研诚信管理建设,优化审查流程及监督机制;营造崇尚诚信科研的学术氛围,由内及外扎紧学术精神纽带。Chinese modernization and the optimization of the academic essays evaluation have the same theoretical and practical logic.However,the increasing essays trading and plagiarism are damaging the academic ecology,displaying the lack of rule of law and the policy loopholes,which need to be corrected.Criminal law,civil law and other substantive laws should be applied to optimize the academic evaluation system and promote the multiple collaborative governance to participate in the management of paper trading.The selection of nuclear journals should be adjusted to go long with the identification of perfect essays,actively promoting the construction of scientific research,optimizing the review process and supervision mechanism to create the honest academic atmosphere.
