EPC模式沿海城市大型交通项目投资控制难点及对策

摘　　要：文章经分析2017年版《设计采购施工/交钥匙工程合同条件》,指出了EPC模式发包人商定合同价款和审核承包人文件的特殊性,并结合明珠湾大桥工程EPC建设管理实践,系统分析研究了沿海城市大型交通项目发包人投资控制存在前期工作深度有限、对EPC模式的特殊性认识不足、大型桥梁工程技术复杂、道路工程软基处理费用高、台风和暴雨等不确定性因素较多等具体问题,并提出了针对性的解决措施。The paper points out the particularity of EPC model by analysing Conditions of Contract for EPC/Turnkey Projects(FIDIC,2017),and do system analysis on the specofic problems of the employer investment control of the large transport project sunder EPC Model in coastal city,including limited depth of preliminary work,lack of understanding about the particularity of EPC Model,complex engineering technology of large bridge projects,high soft foundation treatment cost,frequent uncertainty factors such as typhoons rainstorms,and proposes targeted solutions,combining construction management practical experience of Pearl Bay Bridge.
