冰雪旅游产业与新质生产力“双向赋能”:内在机理、现实瓶颈及实现路径

摘　　要：本文采用文献资料法等研究方法,探讨冰雪旅游产业与新质生产力“双向赋能”的内在机理、现实瓶颈及实现路径。研究认为:新型劳动对象、新型劳动者、新型劳动资料驱动冰雪旅游产业高质量发展,冰雪旅游业态丰富、多元化冰雪旅游场景、产业深度转型升级驱动新质生产力涌现,在实现“双向赋能”作用过程中产生牵引效应、结构效应、乘数效应、增长效应。研究认为,冰雪旅游产业与新质生产力“双向赋能”面临人才供给匮乏、产业数字化转型受阻、科技颠覆性创新能力不足、冰雪旅游产业体系不健全的现实瓶颈,继而提出增加冰雪旅游产业人才供给、强化数字技术驱动作用、推动冰雪旅游产业创新发展、构建现代冰雪旅游产业体系的实现路径。We,employing literature research method,delve into the internal mechanism,practical bottlenecks,and realization pathways of the“bidirectional empowerment”between the ice and snow tourism industry and new-quality productive forces.The study concludes that new type of laborers,new type of labor materials,and new type of labor objects driving the high-quality development of the ice and snow tourism industry,while the rich ice and snow tourism formats,the diverse ice and snow tourism scenarios,and the in-depth transformation and upgrading of the industry drive the emergence of new-quality productive forces.In the process of producing the“bidirectional empowerment”effect,traction effect,structural effect,multiplier effect,and growth effect are generated.Currently,the“bidirectional empowerment”between the ice and snow tourism industry and new-quality productive forces confronts practical bottlenecks such as a shortage of talent supply,hindrances in the digital transformation of the industry,insufficient disruptive technological innovation capabilities,and an incomplete ice and snow tourism industry system.Subsequently,realization pathways are proposed,including increasing the talent supply in the ice and snow tourism industry,strengthening the driving role of digital technology,promoting the innovative development of this industry,and constructing a modern ice and snow tourism industry system.
