摘　　要：中国共产党成立后,以早期地方发起组为基础,将苏俄共产党组织系统中的“区”等概念引入,以区执行委员会为地方一级组织,开启了地方组织系统建构的探索。区执委的发展历程呈现较为显著的阶段性变化与南北差异,并总体向着以省域为中心的方向演进。此外,中国共产党协助国民党组建其地方一级组织——省党部,客观上为后来中国共产党的省委建设积累了干部人才。1927年中共五大正式确立省委制度,不仅是共产国际对中国共产党组织建设提出指示、中国共产党自身党员规模急剧扩大等内外多重因素的共同催化,也是既往数年间中国共产党地方组织建构探索工作的总结与发展。After its founding,the CPC adopted the district system from the Russian Communist Party and established its local organizational framework,centered on the District Executive Committee(DEC).In practice,the DEC evolved in stages and displayed significant regional variations,with a general trend toward concentration in provincial capital cities across China.Later,the CPC assisted the Kuomintang(KMT)in establishing its Provincial Party Headquarters System,a process that also contributed to the development of the CPC's own Provincial Party Committee(PPC)system by training competent cadres.In 1927,the CPC's Fifth National Congress formally established the PPC system,a decision driven by the directives of the Communist International,the rapid growth of CPC membership,and the CPC's accumulated experience in developing its local organizational structure over the preceding years.
