摘 要:文化治理主张治理内容与治理工具的统一。由行政思维或经济思维主导的乡村文化治理往往侧重于文化治理的内容或工具的单一维度,难以真正融入乡村文化生态。为实现乡村文化治理先行,以文化引领并整合乡村治理资源,需要从乡村文化自身的公共性出发,实现治理内容与治理工具有机结合。本文以浙江省余姚市和山东省齐河县的“文化先行官”项目为例,考察乡村文化治理过程中公共性建构的具体实践。研究显示:一方面,“文化先行官”项目通过建设具有公共性的乡村文化,重塑了乡村公共权威和公共空间,形成了乡村治理所需的公共精神和公共规则,这是乡村文化治理公共性建构的内在逻辑;另一方面,“文化先行官”项目以治理建设公共文化,又以文化发展乡村治理,体现了乡村文化治理内容与工具两个维度的结合。The term "cultural primacy",frequently used in China's rural revitalization strategy,can be further developed into the concept of "cultural governance primacy" from an academic perspective.The theoretical core of cultural governance lies in the unity of culture as both governance content and governance tool,as seen in its origins and current applications in academic circles.However,in the practical realm of rural cultural governance,administrative thinking primarily focuses on viewing culture as governance content,while economic thinking emphasizes its instrumental value.The dominance of these two modes of thought leads to a disconnection between culture as governance content and as a governance tool."Cultural governance primacy" views culture as the main driving force in rural governance,emphasizing its foundational and integrative roles to guide resource allocation and enhance overall governance effectiveness.This concept requires us to respect the inherent dev elopmental laws of culture while simultaneously guiding civilized rural customs and utilizing culture as a tool,thus avoiding the limitations of a singular mode of thought.Research on cultural governance in practice can be approached from multiple dimensions,with specific models closely tied to local rural practices.To achieve cultural governance primacy,it is essential to use culture as the leading force to integrate rural governance resources,grounded in the public nature of rural culture,thereby achieving unity between governance content and tools.The public nature of rural culture serves as a crucial mechanism for fostering social cohesion in governance practice,and its connotation continuously evolves in response to societal changes,being constantly reconstructed and reproduced in the context of new social realities.The "Cultural Primacy Officer" initiative in Yuyao,Zhejiang,and Qihe,Shandong,serves as a typical case for implementing cultural governance through the construction of publicness."Cultural Primacy Officers" refers to a model in which the
