台湾地区“立委”选制变革的政治效应研究

摘　　要：台湾地区的“立委”选举制度从“复数选举区单记非让渡投票制”修改为“单一选举区两票制”后,逐渐形成相对稳定的“两党制”。然而,两党制格局的形成既未带来台湾地区政治稳定也没有提升政治效能。在“为反对而反对”的选举文化下,两党政治格局的进一步固化反而加剧了政治不稳定。台湾地区政治两极化带来了一系列系统性的负面影响,影响到台湾地区的政治、经济、社会和文化等各个领域。蓝绿两党政治恶斗不仅导致台海局势紧张升级,也给外部势力介入台湾地区政局和两岸关系以可乘之机。After Taiwan region's“Legislative”election system transitioned from a“single-vote non-transferable voting system in multiple electoral districts”to a“single-district two-vote system”,a relatively stable“two-party system”emerged.However,this change has neither brought political stability nor enhanced political efficacy.Under the election culture of“opposing for the sake of opposing”,the further solidified“two-party system”has exacerbated political instability.Taiwan region's political polarization has brought a series of negative impacts on its political,economic,social,and cultural spheres.The political confrontation between the“Blue”and“Green”camps not only leads to heightened tensions in the Taiwan Strait but also provides foreign forces with opportunities to intervene in the Taiwan region's political landscape and cross-Strait relations.
