台湾地区领导人选举中民进党长期照护政见分析  

Analysis of the Democratic Progressive Party's Long-term Care Policy in Taiwan's Regional Leadership Election

摘　　要：政见是政党态度、行为与价值观的重要体现,通过特定领域的政见可以透视党派的政治主张和政党特性。2000年以来台湾地区领导人选举中民进党提出不少长期照护政见,对其编码分析提炼出“智能照护”“照护资金”“照护体系”“照护人力”“照护机构”“照护服务”“照护对象”“减轻照护者负担”等八项核心政见。分析这些政见的内容、特点及走向,可以发现民进党的长期照护政见主要用于巩固基本盘和笼络中间选民,表现为“支票式”和“撒钱式”的政策承诺。民进党的长期照护政见呈现出工具性、非延续性、宣示性、低兑现性等特点,加剧了岛内社会撕裂,降低了政党信任度。Political views are important reflections of a political party's attitudes,behaviors,and values,offering insights into a party's political agenda and characteristics.This paper focuses on the Democratic Progressive Party(DPP)'s long-term care policy in the Taiwan regional leadership elections from 2000 to 2024.Through coding analysis,we have identified eight core policy themes:“smart care”,“care funds”,“care system”,“care manpower”,“care institutions”,“care services”,“care objects”,and“reducing the burden on caregivers”.Analyzing the content,characteristics,and trends of these policies reveals that the DPP's long-term care policies are primarily used to consolidate its base and woo middle-ground voters,manifesting as“check-writing”and“money-spending”policy promises.Overall,the DPP's long-term care policies exhibit characteristics of instrumentality,discontinuity,declaration,and low fulfillment rate,exacerbating social divisions within the island and declining trust in the party.
