危化品槽罐车事故分析和应急救援处置研究

摘  要:槽罐车是危化品运输的重要途径,发生事故易造成危化品泄漏、燃爆等严重后果,威胁人员安全、环境安全和社会安全。介绍了危化品槽罐车事故特点,分析了事故类型及成因,结果表明,从业人员不专业、运输企业运输安全主体责任落实不力、危化品信息共享不全面是事故的主要成因。根据事故情况不同,在“灾情核查、力量调度、选择集结点、警戒管控、侦察研判、现场处置”程序的基础上,提出了相应的应急救援处置对策。研究结果为消防救援队伍科学高效处置此类事故提供了一定参考。Tank trucks are an important way to transport hazardous chemicals,but accidents can easily cause serious consequences such as leakage and explosion of hazardous chemicals,threatening personnel safety,environmental safety and social safety.This paper introduces the characteristics of hazardous chemicals tanker accidents and analyzethe types and causes of accidents.The results show that the main causes of the accidents are the unprofessional employees,the poor implementation of the main responsibility of transportation safety of transportation enterprises,and the incomplete information sharing of hazardous chemicals.According to the different accident situations,on the basis of the procedures of"disaster verification,force dispatch,selection of assembly points,vigilance control,reconnaissance and judgment,and on-site disposal",corresponding emergency rescue and disposal countermeasures were proposed.The research results provide a certain reference for the fire rescue team to deal with such accidents scientifically and efficiently.
