摘 要:对口支援政策是中国实现共同富裕目标的重要手段。本文对三峡工程中对口支援政策的经济效应进行系统评估,研究发现,对口支援政策显著推动了受援助地区的经济增长,降低区域间经济发展差距,助力中国实现共同富裕。城市对层面的机制分析表明,援助方通过在受援地区建立更多分支机构的方式“授人以鱼”,通过与受援地区开展更多创新合作项目以及进行更为频繁的官员交流的方式“授之以渔”。异质性分析表明,当对口支援中援助方的经济发展水平更高,或援助方的行政级别为市级或县级城市时,对受援地区经济增长的推动作用越大。通过比较不同时期对口支援的政策结果,本文发现早期政策提高了对口双方的产业相似度,而新时代的政策提高了地区间的产业关联,这揭示了不同时期对口支援政策带动受援地区经济增长的不同内在逻辑。本研究为新发展阶段中国如何通过对口支援实现乡村振兴与共同富裕提供政策参考。Against the historical backdrop of China entering a new stage of development,narrowing income disparities across regions and social groups and achieving common prosperity are not only primary approaches to addressing the principal contradiction of unbalanced and inadequate development but also essential requirements for realizing high-quality development.These goals reflect the collective aspiration of all Chinese people for a more equitable and balanced society,where every citizen,regardless of region or social background,can share in the benefits of the country's growth.Achieving common prosperity is an essential aspect of China's modernization process,and the paired aiding policy,with its unique Chinese characteristics,plays a key role in achieving this objective.This study employs nighttime light data to measure regional economic development levels and utilizes the difference-in-differences method to systematically examine the economic impact of the paired aiding policy implemented during the Three Gorges Project.The findings reveal that paired aiding policies significantly promoted economic growth in recipient regions,reduced regional disparities in economic development,and contributed to the realization of common prosperity in China.These conclusions remain robust after addressing various potential concerns,including the designation of Chongqing as a municipality,the influence of outliers,stricter fixed effect controls,the expansion of the control group,the exclusion of other concurrent targeted assistance policies,the consideration of time trend terms,and the impact of the construction of the Three Gorges Project.Building on these results,we conducted a novel mechanism analysis at the county-city pair level.This analysis quantified the number of subsidiaries established by assisting regions in recipient areas,the number of innovation cooperation projects initiated,and the frequency of official exchange programs conducted at the county-city pair level.The results reveal that assisting regions adopt a dual s
