海外知识产权对中国出口国内增加值的影响:来自出海专利的证据

摘　　要：知识产权提供的创新成果排他性权利是企业提升产品附加值的重要手段,但在中国由贸易大国向贸易强国转型的背景下,考察海外知识产权影响中国出口国内增加值的研究较为鲜见。鉴于专利是工业产权的主要形式之一,本文基于2004~2018年ISIC行业层面的数据,考察了出海专利对中国制造业出口国内增加值的影响。主要结论是,出海专利显著地提升了中国专利密集型行业的出口国内增加值,且主要是通过扩大市场规模而非提升市场势力实现的,对中国出口的国外增加值也具有提升效应。最后,全球价值链收缩、东道国进口集中度和行业需求价格弹性对出海专利的国内增加值提升效应具有调节作用。Currently,in the face of trade protectionism and the contraction of the global value chain dominated by developed economies,adhering to and utilizing the institutions and rules of export destinations can help alleviate trade friction and provide assurance for the international trade gains of exporting companies.In 2015,Opinions of the State Council of China on Accelerating the Construction of a Powerful Intellectual Property Right under the New Situation pointed out that“China should participate in the global governance of intellectual property rights,strengthens the overseas layout planning of key industrial patents,and promotes the deep integration of Chinese industries into the global value chain.”Furthermore,the Central Committee of the Communist Party of China and the State Council issued the“Outline for the Construction of a Strong Intellectual Property Nation(2021~2035),”which further emphasized the need to expand channels for overseas patents,promote the effective integration of patents with international standards,and enhance the positive image of Chinese trademarks and brands.From empirical evidence,as depicted in Figure 1,the number of overseas patent applications(overseas patents)and domestic value added(DVA)of exports in China's manufacturing industry experienced an upward trend from 2004 to 2018.Therefore,based on domestic innovation,supplemented by overseas intellectual property rights to improve the protection of export products,it is of great significance for China to form a development of“double circulation and mutual promotion.”In the context of international trade,overseas patents not only reflect the international output of China's innovation activities and provide new impetus for China to participate in overseas market competition but also further reflect the compliance and reasonable use of the intellectual property system of the export destination and are an attempt to move from“going out”to“going in.”Therefore,can overseas patents increase the DVA of China's manufactur
