摘 要:针对灌区工程征地移民工作涉及范围广、工作繁琐且计划性强等特点,利用地理信息(GIS)和计算机技术设计研发了灌区工程征地移民信息系统。系统以“移民指标可核查、移民资金使用可追溯、移民安置实施效果可评价”为目标,通过整合挖掘征地移民实物调查成果,根据灵活配置的补偿标准实时精准计算汇总,结合征地计划的动态管理,以GIS地图将属性及空间数据进行可视化、一体化的呈现,建立了征地移民数据快速更新机制,提高了征地移民工作效率,为征地移民工作管理与决策提供支撑。In response to the extensive scope,complexity,and strong planning requirements of land requisition and resettlement work for irrigation zone project,a land requisition and resettlement information system has been designed and developed by use of GIS and computer technology.This system aims to achieve verifiable resettlement indicators,traceable use of resettlement funds,and evaluable resettlement implementation effects.By integrating and mining the results of material investigation for land requisition and resettlement,and using a flexible compensation standard for real-time accurate calculation and summary,combined with dynamic management of land requisition plans,the system presents attribute and spatial data in a visual and integrated manner on GIS maps;a rapid update mechanism was established for land requisition and resettlement data,which improved the efficiency of land requisition and resettlement work,and provided support for the management and decision-making of land requisition and resettlement work.
