迈向中国式现代化的数字乡村建设:内在理路与转型路径

摘　　要：党的二十大报告擘画出中国式现代化的宏伟蓝图,实现中国式现代化最艰巨、最繁重的任务仍在农村。大数据、互联网、人工智能等新兴技术驱动的数字乡村建设是迈向中国式乡村现代化的重要抓手。从中国式现代化的视角切入,剖析中国数字乡村建设的理论机制,发现数字乡村建设在社会治理、生态文明、经济发展、城乡融合以及共同富裕等领域呈现出清晰的现代化理路。在迈向中国式现代化的历史征程中,需要坚持系统性思维,从并轨理念、激活动力、调适技术和警惕风险四个维度出发,即秉持任务型与发展型的理念导向、存量与增量制度的双向施策、场景应用迭代弥合多元鸿沟和技术异化与伦理失范的规避。通过推动数字乡村建设的高质量发展,实现乡村的现代化转型,进而实现中国式现代化的愿景目标。The report of the 20th National Congress of the Communist Party of China(CPC)outlined a grand blueprint for Chinese-style modernization,and the most arduous and heavy task of realizing Chinese-style modernization lies in the rural areas.The construction of digital villages driven by emerging technologies such as big data,the internet,and artificial intelligence is an important starting point for Chinese-style rural modernization.From the perspective of Chinese-style modernization,this paper analyzes the theoretical mechanism of China’s digital village construction,and finds that the digital village construction presents a clear modernization path in the fields of social governance,ecological civilization,economic development,urban-rural integration and common prosperity.In the historical journey towards Chinese-style modernization,it is necessary to adhere to systematic thinking,starting from the four dimensions of the concept of merger,activating power,adapting technology,and guarding against risks,that is,adhering to the orientation of task and development,the two-way policy of stock and incremental system,the iterative application of scenarios to bridge the pluralistic gap,and the avoidance of technological alienation and ethical anomie.By promoting the high-quality development of digital village construction,we will realize the modernization and transformation of rural areas,and then realize the vision and goal of Chinese-style modernization.
