摘　　要：“嵌入理论”为新乡贤参与乡村治理提供了一个新分析框架,作为新时代乡村治理的新生力量,新乡贤参与乡村治理不能脱离其所在的社会关系,而是必须嵌入其中。但目前,新乡贤参与乡村治理还面临身份嵌入、利益嵌入、观念嵌入等方面的困境。身份方面,作为体制外治理主体,新乡贤面临嵌入村“两委”和村民法定自治主体的困境;利益方面,作为追求自身利益的治理者,新乡贤面临将自身利益嵌入村民及村庄利益的困境;观念方面,新乡贤面临其具有的现代观念嵌入乡村传统观念的困境。造成这些困境的原因主要包括新乡贤缺乏乡村治理的法定身份,“理性经济人”考量及乡村文化处于重塑期等。对此,必须采取有针对性的措施予以纾解,如可以从赋予新乡贤嵌入乡村治理的合法身份、构建乡村利益共同体、塑造现代乡村新文化等方面着手。The embeddedness theory provides a new analytical framework for the participation of new county sages in rural governance.As a new force in rural governance in the new era,the participation of new county sages in rural governance cannot be separated from their social relations.However,at present,the new county sages still face the dilemma of identity embeddedness,interest embeddedness,and notion embeddedness.In terms of identity,as the main body of governance outside the central system,the new county sages face the dilemma of embedding into the village“two committees”and the villagers’legal autonomy.In terms of interests,as the administrator who pursues his own interests,they have difficulties embedding their own interests into the interests of villagers and villages.In terms of notions,the new county sages have difficulties embedding their modern notions in the traditional rural notions.The main reasons for these difficulties include the lack of legal identity in rural governance,the consideration of rational economic man,and the reshaping of rural culture.To solve these problems,we could endow the new county sages with the legal identity embedded in rural governance,build the rural interest community,and shape the modern rural new culture.
