摘　　要：如何充分释放新型产业用地政策在碳减排方面的效应,从而推进“双碳”目标实现具有重要的现实意义。本文将新型产业用地政策实施作为一项准自然实验,基于2006—2019年中国283个地级以上城市的面板数据,采用倾向得分匹配—双重差分(PSM-DID)法实证检验了新型产业用地政策对城市碳排放强度的影响及作用机制。研究结果显示:新型产业用地政策能够降低城市碳排放强度,经过一系列稳健性检验后该结论依然成立;新型产业用地政策的碳减排效应在低行政等级城市、大规模城市和老工业基地城市中更显著;新型产业用地政策通过提高产业集聚程度、优化地区产业结构和促进绿色技术创新降低城市碳排放强度。本文的研究能够为充分发挥新型产业用地政策的碳减排效应和推动城市高质量发展提供经验借鉴和政策参考。Different from the single attribute of traditional industrial land,the new industrial land policy involves setting the industrial entry threshold and meeting the functional requirements of diversification and flexibility.How to fully release its effect in carbon emission reduction to promote the realization of the“double carbon”goal has important practical significance.Clarifying the impact mechanism of the new industrial land policy on urban carbon emission reduction can provide experience and policy reference for the improvement of the new industrial land policy system,better play the role of carbon emission reduction of new industrialization,and promote high-quality urban development.Based on the panel data of 283 cities at and above the prefecture level in China from 2006 to 2019,this paper takes the implementation of the new industrial land policy as a quasi-natural experiment and uses the propensity score matching-difference-in-differences(PSM-DID)to empirically study the carbon emission reduction effect and mechanism of the new industrial land policy.It is found that the implementation of the new industrial land policy can reduce urban carbon emission intensity.After a series of robustness tests,the conclusion remains valid.The heterogeneity analysis shows that the carbon emission reduction effect of the new industrial land policy varies according to the administrative level,city size,and industrial structure of the city where it is located,and the effect is more obvious in cities with low administrative level,large-scale cities,and old industrial cities.The mechanism analysis shows that the new industrial land policy can reduce urban carbon emission intensity by improving industrial agglomeration degree,optimizing regional industrial structure,and promoting green technological innovation.Compared with existing literature,the possible marginal contributions of this paper mainly include the following three aspects.First,this paper evaluates the carbon emission reduction effect of the new industrial land
