摘　　要：新时代推进高水平对外开放,既是构建新发展格局的题中应有之义,又是全面建设社会主义现代化国家的内在要求,更是实现中华民族伟大复兴的必然举措。当前,我国推进高水平对外开放的实践并非一帆风顺,西方世界大肆采取的贸易保护行径正在阻碍对外要素流通,霸权国家竭力推行的制裁和封锁正在限制对外产业发展,逆全球化思潮引起的开放信任危机正在排斥对外交流合作。新时代推进高水平对外开放,需要破除现实困境,以全面推进“一带一路”高质量发展为契机,不断贯通新时代推进高水平对外开放的要素通道;以产业结构调整为重点,不断注入新时代推进高水平对外开放的产业动力;以构建人类命运共同体为依托,推动建立符合各国利益的全球高水平开放合作新平台。Advancing high-standard opening up in the new era is not only an inherent requirement for creating a new pattern of development,but also a fundamental requirement for building China into a great modern socialist country in all respects.Furthermore,it is also an inevitable measure to achieve the great rejuvenation of the Chinese nation.At present,China's efforts to advance high-standard opening up are not without challenges.The trade protectionism adopted by the Western world is hindering China's external trade flow.The transnational totalitarianism promoted by hegemonic countries is restricting the development of China's opening up.The trust crisis in openness caused by the anti-globalization trend is excluding China's international exchanges and cooperation.To address these challenges in advancing high-standard opening up in the new era,China should take the comprehensive promotion of the highquality Belt and Road cooperation as an opportunity to continuously open up channels for advancing high-standard opening up in the new era;focus on industrial restructuring to continuously inject momentum to promote high-standard opening up;base efforts on the concept of building a community with a shared future for mankind to establish new global platforms for high-standard cooperation that is in line with the interests of all countries.
