摘　　要：中国与东盟部分国家在南海存在领土和海洋争端,妥善管控分歧和争议是维护南海区域和平稳定的重要前提。中国与东盟国家在处理危机事态的过程中逐步建立了一些双、多边危机管控机制,对稳定南海局势发挥了一定作用。但由于中国与东盟当事国的根本性矛盾难以消除,这些机制在危机中的实际作用受到诸多因素制约。近年来,中美战略博弈的加剧及由此带来的南海形势变化,给中国与东盟国家南海危机管控带来更多挑战。中国与东盟国家应从过往危机管控实践中汲取经验教训,进一步加强南海危机管控,包括继续用好现有机制、完善危机管控体系、坚持落实《南海各方行为宣言》和推进“南海行为准则”磋商进程、从低敏感领域入手加强南海周边国家之间的务实合作、推进中国与东盟军事建立信任措施等。China and some ASEAN countries have territorial and maritime disputes in the South China Sea.Controlling differences and disputes has become an important prerequisite for maintaining regional peace and stability in the South China Sea.China and ASEAN countries,in the process of dealing with successive crises,have gradually established a number of bilateral and multilateral crisis management and control mechanisms,which play a certain role in stabilizing the situation in the South China Sea.However,because the fundamental contradictions between China and the ASEAN countries concerned are still unresolved,the actual role of these mechanisms is constrained by many factors.In recent years,the intensification of US-China strategic competition and the resulting changes in the South China Sea situation have brought more challenges for crisis management between China and ASEAN countries.China and ASEAN countries should draw lessons from past experiences,and further strengthen crisis management in the South China Sea,including continuously making good use of and improving the existing mechanisms,insisting on the implementation of the Declaration on the Conduct of Parties in the South China Sea and promoting the consultation process of a Code of Conduct in the South China Sea,strengthening practical cooperation among neighboring countries in the South China Sea,especially in low-sensitivity areas;enhancing China-ASEAN military confidence-building measures,etc.
