财政金融协同支农对农业全要素生产率的影响

摘　　要：财政和金融作为支持农业发展的两种主要方式,其协同作用的发挥对农业全要素生产率的提高起着重要作用。基于2009—2022年省级层面的数据,采用随机前沿和耦合的方法分别测算农业全要素生产率和财政金融支农的协同作用,并构建双向固定模型实证检验财政金融协同支农对农业全要素生产率的影响。研究发现,财政金融协同支农可以显著提高农业全要素生产率;协同作用对中部、粮食主产区和自然条件较好地区的促进作用最强,对东部地区则具有抑制作用;财政金融协同支农主要通过作用于农业机械化水平和农业生产性服务水平来提高农业全要素生产率。因此,要建立高效的财政金融协同支农机制,加大财政和金融支农力度,因地制宜制定不同政策,提高农户农机购置能力,保障农业生产性服务供给,以此促进农业全要素生产率的提高。Fiscal and financial support for agriculture are two major ways to support agricultural development,and their collaborative effect plays an important role in improving the total factor productivity of agriculture.This study is based on the provincial data from 2009 to 2022,using stochastic frontier and coupling methods to measure the total factor productivity of agriculture and the collaborative effect of fiscal and financial support for agriculture,and constructs a two-way fixed model to empirically test the impact of fiscal and financial collaboration in supporting agriculture on the total factor productivity of agriculture.The study found that the collaboration of fiscal and financial support for agriculture can significantly improve the total factor productivity of agriculture;The collaborative effect has the strongest promoting effect on the central region,the main grain-producing areas,and areas with better natural conditions,and has an inhibitory effect on the eastern region;Fiscal and financial collaboration in supporting agriculture mainly improves the total factor productivity of agriculture by acting on the level of agricultural mechanization and agricultural production services.Therefore,it is essential to establish an efficient fiscal and financial collaborative mechanism to support agriculture,increase the intensity of fiscal and financial support for agriculture,formulate different policies according to local conditions,improve farmers’ability to purchase agricultural machinery and ensure the supply of agricultural production services,thereby promoting the improvement of total factor productivity in agriculture.
