数字产业集聚能否推动共同富裕?——兼论政府治理能力的调节效应

摘　　要：在数字产业迈入新发展阶段之际,发挥其集聚模式的优势成为推进共同富裕的重要路径之一。文章基于2010—2022省级面板数据,实证探析数字产业集聚对共同富裕的影响效应与作用机制,为明晰数字产业集聚对共同富裕的赋能路径提供了重要依据。结果表明:数字产业集聚对推进共同富裕目标达成产生赋能效应,且该赋能效应在东部地区尤为显著;从共同富裕各维度上看,数字产业集聚更利于其发展性与可持续性,其次为共享性;当共同富裕处于中高水平时,数字产业集聚对其的影响力度最大;数字产业集聚还通过收入分配效率与生活方式变迁等路径间接促进共同富裕程度提升。此外,政府治理能力在数字产业集聚影响共同富裕进程中发挥重要的调节作用,提高政府治理能力有助于数字产业集聚推动共同富裕的目标达成。基于此,文章从政策引导、创新激励与监督规范等方面提出了进一步助推数字产业集聚发展、提升政府治理能力的对策和建议。When the digital industry enters a new stage of development,giving play to the advantages of its agglomeration mode has become one of the vital ways to promote common prosperity.Based on the provincial panel data from 2010 to 2022,the empirical analysis of the effect and mechanism of digital industry agglomeration on common prosperity provides the necessary basis for clarifying the empowering path of digital industry agglomeration on common prosperity.The results show that digital industrial agglomeration has an empowering effect on achieving the goal of common prosperity,and this effect is particularly significant in the eastern region.In terms of the dimensions of common prosperity,digital industrial agglomeration is more conducive to its development and sustainability,followed by sharing.When the common prosperity is at a medium-high level,digital industrial agglomeration has the strongest impact on it.The government’s governance capacity plays an important moderating role in the process of digital industrial agglomeration affecting the common prosperity,and improving the government’s governance capacity can help digital industrial agglomeration promote the goal of common prosperity.In addition,digital industrial agglomeration indirectly contributes to the increase of common prosperity through the improvement of income distribution efficiency and lifestyle changes.From the aspects of policy guidance,innovation incentive and supervision,the paper puts forward countermeasures and suggestions to further promote the development of digital industry agglomeration and improve the government’s governance ability.
