农村互助养老可持续发展的实践逻辑——基于典型案例的扎根分析

摘　　要：面对农村老龄化趋势加剧,互助养老成为应对农村养老问题的新出路,而探索可持续运营的低成本养老模式是农村互助养老的关键问题。运用扎根理论的方法,对我国不同农村地区的互助养老典型案例进行深入研究,构建了农村互助养老可持续发展的“动力驱动—多元支持—制度建设—互助过程”的逻辑分析框架。研究发现:互助养老起源于现实困境和纵向压力的双重挑战,党建引领很大程度上助推了政策落地;多方主体通过明确的功能定位和职责分工为农村互助养老提供资金和服务支持;组织管理制度和监督评估制度是互助过程顺利进行的制度保障;包括需求评估在内的一系列互助流程是互助养老可持续发展的关键步骤,最终达成满足农村养老服务需求、老年生活质量提高的目标。In the face of intensifying trend of aging in rural areas,mutual support for elderly care has emerged as a novel approach to address this pressing issue.Exploring sustainable operations within low-cost pension models is crucial for the effective implementation of mutual support systems in these regions.Utilizing grounded theory methodology,this study conducts an in-depth analysis of typical cases of mutual support for elderly care across various rural areas in China,thereby constructing a logical analytical framework encompassing“driving forces-multiple support-system construction-mutual support process”aimed at fostering sustainable development in rural eldercare.The research reveals that:Mutual support for elderly care originates from dual challenges posed by real-life dilemmas and vertical pressures,with the leadership in Party-building initiatives significantly facilitating policy implementation;Multiple stakeholders provide financial resources and service support for rural mutual assistance elderly care through clearly defined functional roles and responsibilities;Organizational management systems and supervision evaluation mechanisms serve as institutional guarantees for the smooth progression of mutual assistance processes.A series of procedures-including demand assessment-are identified as key steps toward achieving sustainable development in mutual aid eldercare,ultimately fulfilling the needs for rural elder services while enhancing the quality of life for senior citizens.
