新时期村屯小微治理逻辑与限度——以广西都安县H屯“爱心团队”项目为例

摘　　要：在国家资源下乡附带压力传导和行政村治理悬浮的双重挤压下,基层通过自治重心下沉,以村落单元开展自治,为激活基层治理活力提供了可循路径。通过以广西都安县H屯“爱心团队”项目落地为逻辑起点,重点分析新时期自治重心下移至村屯单元,以村屯微小事务为载体促进事权与治权统一,构建村屯小微治理主体参与资源整合实践机制,一定程度上缓解了基层治理乏力问题。但在现实中,自治单元下沉仍然面临与行政主体互动困难和自治能力不足等局限,亟需加强对村屯小微治理赋能增权,从根本上破除乡村治理悬浮问题。Under the dual pressures of administrative oversight and the suspension of village governance,grassroots units are increasingly relying on local autonomy.This shift towards village-level self-governance offers a pathway to invigorate grassroots governance.Drawing upon the“Loving Team”project in H Village,Duan County,Guangxi Province,this paper examines how the center of autonomy has been decentralized to village units in this new era.It posits that micro-level affairs within villages serve as a vehicle for promoting the integration of administrative authority and decision-making power,thereby establishing a practical mechanism for small-scale village governance and facilitating resource integration.This approach can partially mitigate existing deficiencies in grassroots governance.However,in practice,autonomous units continue to encounter challenges related to their interaction with administrative bodies and exhibit limitations in their capacity for self-governance.Therefore,it is imperative to enhance the empowerment of small-scale village governance structures and fundamentally address the issues surrounding rural governance stagnation.
