摘 要:开展乡村运营是实施乡村振兴战略的前沿探索,但运营过程中存在空间非正义问题,不利于农民分享产业增值收益。基于空间正义理论,构建“空间非正义—空间共赢”分析框架,可以深入探讨乡村运营中的农民权益问题。根据乡村运营的5年跟踪调研,采用案例研究方法,对典型县域进行案例剖析发现,乡村运营中存在资源、利益和机会等方面的空间非正义问题。解决空间非正义问题,构建运营商、村集体和村民的利益共享机制,一是要运营前置,发挥好财政投资对社会资本的撬动作用,建立多元主体共同推进美丽乡村建设的共建机制;二是推进社会共治,解决“政府干,百姓看”的问题,建立多元主体凝聚共识形成合力的共治机制;三是实现利益共享,建立农民能够更多分享产业链增值收益的利益共享机制。Rural operation represents the forefront of exploring the implementation of rural revitalization strategies.However,there exists a significant issue of spatial injustice within this operational process,which hinders farmers from sharing in the value-added benefits generated by the industry.Drawing upon the theory of spatial justice,we construct an analytical framework centered on“spatial injustice——spatial win-win”enabling a comprehensive examination of farmers'rights and interests in rural operations.Based on five years of follow-up research and over 600,000 words derived from interviews concerning rural operations,we employed case study methodology to analyze typical counties.Our findings reveal that spatial injustices manifest in terms of resources,interests,and opportunities within rural operations.To address these issues related to spatial injustice and establish a benefit-sharing mechanism among operators,village collectives,and villagers,several measures are proposed:First,it is essential to initiate proactive operations that fully leverage financial investments to enhance social capital while establishing a co-construction mechanism involving multiple stakeholders aimed at jointly promoting the development of beautiful villages.Second,fostering social co-governance is crucial for resolving the prevalent issue where"the government acts while citizens merely observe."This necessitates creating a collaborative governance framework that encourages consensus-building among various parties to form a unified effort.Thirdly,realizing equitable benefit sharing requires establishing mechanisms through which farmers can access greater portions of the value-added benefits along the industrial chain.
