乡村振兴背景下农村土地经营权共享机制探析——以阜平县为例

摘　　要：推动农村土地经营权共享制度改革是在实施乡村振兴战略的背景下破解农村发展不充分、城乡发展不平衡难题的重要突破口,也是解决传统小农耕作模式与农业现代化发展趋势之间矛盾的关键所在。基于阜平县的实地研究发现:土地经营权共享在保证集体土地所有权和农民承包权不变的前提下,汇集土地经营权,颁发共享地券,实现了户与户、户与企业之间在不同地块或区域内共享土地资源、共享收益。围绕构建村级内置金融体系、编制产业规划和用地计划、进行地券交易、创新利益分配方式、建立风险防控机制5个方面形成共享机制,能够有效释放农村生产要素,激活城乡要素市场,实现新型经营主体联动带农,推动农民职业化,实现多元主体利益均衡,带动农村经济发展。Promoting the reform of the rural land management rights sharing system represents a significant breakthrough in addressing the challenges of insufficient rural development and imbalanced urban-rural growth,particularly within the framework of implementing the rural revitalization strategy.Furthermore,it serves as a crucial solution to reconcile the contradictions between traditional small-scale farming practices and the evolving trends toward agricultural modernization.Based on field research conducted in Fuping County,it has been observed that by ensuring that collective land ownership and farmers'contracting rights remain intact,land management rights can be consolidated,allowing for the issuance of shared land coupons.This approach facilitates the equitable distribution of rural land resources and industrial benefits among households and enterprises across various plots or regions.The establishment of a sharing mechanism centered around five key components-developing a village-level built-in financial system,formulating industrial planning and land use strategies,engaging in land bond trading,and innovating benefit distribution methods-can effectively mobilize rural production factors.It also activates both urban and rural factor markets while fostering connections between new business entities and agriculture.This initiative promotes farmer professionalization,achieves an equilibrium of interests among multiple stakeholders,and ultimately advances rural economic development.
