中国污水资源化利用的政策评价——基于政策工具的分析框架与运用

摘　　要：水资源短缺是制约我国高质量发展的突出短板,而污水资源化利用是解决上述问题的有力抓手。2035年,我国要形成系统、安全、环保、经济的污水资源化利用格局,因此对我国污水资源利用政策进行探究分析,可以厘清目前政策的情况。基于政策工具视角,采用内容分析法对47份我国中央政府颁布的污水资源化利用政策工具进行样本选择,首先构建了污水资源化利用政策制定的分析框架,在其基础上对政策文本进行定义和编码归类。从基本政策工具、污水资源化产业价值链和污水资源化政策作用重点领域三个维度对政策文本进行计量和分析,发现政策工具总体使用存在失衡、政策工具的分布与产业价值链的需求契合性不足等现象,针对发现的问题,提出相应的对策建议,以期帮助优化我国的污水资源化利用政策。The shortage of water resources is a prominent shortcoming restricting the high quality development of China,and the utilization of wastewater resources is a great way to solve the above problems.In 2035,China is going to form a systematic,safe,environmentally friendly,and economic pattern of wastewater resource utilization,therefore,it is necessary to explore and analyze the policy of wastewater resource utilization in China,and to clarify the situation of the current policy.Based on the perspective of policy instruments,47 samples of wastewater resource utilization policy instruments,issued by China's central government were selected in the paper with content analysis method.Firstly,the analysis framework for formulating wastewater resource utilization policy was constructed,and the policy text was defined,coded and classified based on the framework.The policy text was measured and analyzed from three dimensions:basic policy tools,the value chain of wastewater resource industry and priority areas of the role of wastewater resource policy.The imbalance in the overall use of policy instruments and lack of fit between the distribution of policy instruments and the needs of the industrial value chain were found,and corresponding countermeasures and recommendations were put forward to address the problems identified,with a view to helping optimize China's wastewater resource utilization policy.
