环境规制、绿色认知对农户绿色生产技术采纳的影响——兼论社会资本的调节作用

摘　　要：促进绿色生产技术采纳是实现“双碳”目标的重要路径。基于黄河流域1491份农户调研数据,利用有序Probit模型分析了不同类型环境规制与绿色认知对农户绿色生产技术采纳行为的影响,并探讨社会资本的调节作用。研究发现:1)激励型环境规制、引导型环境规制以及绿色认知均对农户绿色生产技术采纳具有显著的正向影响,而约束型环境规制会产生负向影响。2)异质性分析发现,激励型和约束型环境规制对老一代农户的绿色生产技术采纳的影响更大,而引导型环境规制对新一代农户的影响更大。同时,不同类型环境规制均会影响小规模农户的绿色生产技术采纳,而仅有激励型环境规制能促进大规模农户的技术采纳。3)绿色认知在激励型与引导型环境规制影响农户绿色生产技术采纳行为中发挥中介作用,社会资本在激励型与引导型环境规制影响农户绿色认知中发挥正向调节作用。因此,全面构建和完善环境规制体系框架,同时依据农户代际和生产规模差异,实施差异化环境规制策略。此外,通过一系列措施提升农户的绿色认知,并强化社会资本培育力度,以有效激励农户采纳绿色生产技术,从而加速农业绿色转型进程。Promoting the adoption of green production technologies is an important way to achieve the dual-carbon target.Based on survey data from 1491 farmers in the Yellow River Basin,we analyze the influence of different types of environmental regulations and green perception on farmer's adoption of green production technologies using ordered probit model,and explores the mediating role of social capital.The results are as follows:1)Incentive environmental regulation,guiding environmental regulation,and green perception all significantly positively affect the farmers'adoption of green production technologies,while binding environmental regulation has a negative effect.2)The heterogeneity analysis shows that incentive and binding environmental regulations greatly impact the adoption of green production technologies by older generation of farmers,while guiding environmental regulation has a greater impact on the new generation.At the same time,different types of environmental regulations can affect the adoption of green production technologies by small-scale farmers,while only incentive environmental regulation can promote the adoption of green production technologies by large-scale farmers.3)Green perception plays an intermediary role in the influence of incentive and guiding environmental regulations on farmers'green production technology adoption.Social capital plays a positive moderate role in the influence of incentive and guiding environmental regulations on farmers'green perception.Therefore,the environmental regulation system framework should be comprehensively constructed and improved,and differentiated environmental regulation strategies should be implemented according to the generation of farmers and the production scale.A series of measures should be implemented to improve farmers'green perception,and efforts be strengthened to cultivate social capital to effectively encourage farmers to adopt green production technologies,thereby accelerating the process of green transformation in agriculture.
