How does the high standard farmland construction affect the efficiency of grain production?

摘　　要：高标准农田建设会显著优化农户生产要素配置,进而对农户粮食生产效率产生重要影响。文中利用2023年江汉平原地区720份农户调研数据,分析了高标准农田建设对粮食生产效率的影响及其作用机制。研究发现:1)高标准农田建设总体上有利于提高粮食生产效率,高标准农田建设水平提高1%,粮食生产效率将提高4.94%。2)高标准农田建设通过促进土地规模经营、提升农业社会化服务水平,进而提高粮食生产效率。3)相比高细碎化、老生代、低收入农户,高标准农田建设对低细碎化、新生代、中高收入农户的粮食生产效率提升作用更大。据此,提出加大高标准农田建设投入,强化高标准农田管护力度,实施差异化高标准农田补贴的政策建议。The construction of high standard farmland will significantly optimize the allocation of production factors for farmers,thereby having a significant impact on their grain production efficiency.Using 720 households survey data from the Jianghan Plain region in 2023,the impact and heterogeneity of high standard farmland construction on grain production efficiency are analyzed.Research has found that:1)The construction of high standard farmland is generally beneficial for improving grain production efficiency.By increasing the construction level of high standard farmland by 1%,grain production efficiency will increase by 4.94%.2)The construction of high standard farmland promotes land scale management,enhances the level of agricultural socialized services,and thereby improves the efficiency of grain production.3)Compared to the farmers characterized by high fragmentation,old generation,and low-income,the construction of high standard farmland has a greater impact on improving the grain production efficiency of farmers characterized by low fragmentation,new generation,and middle to high-income.Based on this,policy recommendations are proposed to increase investment in the construction of high standard farmland,strengthen the management and protection of high standard farmland,and implement differentiated subsidies for high standard farmland.
