高标准农田建设对农户亲环境种粮行为的影响

摘　　要：推进农业绿色发展是实现生态振兴目标的“催化剂”。土地是农业生产根本之基,农户作为农业绿色生产的重要参与者,探究农户对土地利用的绿色行为具有现实意义。基于全国10省1032份农户的微观调查数据,实证分析高标准农田建设对农户亲环境种粮行为的影响及作用机制。研究表明:1)高标准农田建设促进农户实施亲环境种粮行为,诱导其化肥、农药减量和节水灌溉增加。2)高标准农田建设通过扩大农地规模经营和服务规模经营从而提高农户亲环境种粮行为。3)高标准农田建设能够促进有外出务工经历农户的亲环境种粮行为提升。4)相对于有转入土地农户而言,高标准农田建设对无转入土地农户的化肥农药减量边际贡献更大;以及相比农地租金的“价格效应”,耕地流转期限的“时间效应”更有利于农户提高亲环境种粮行为。据此,提出要将绿色发展理念贯穿于高标准农田建设和利用全过程,同时引导农地有序流转发展农业适度规模经营,并注重实施差异化策略进行分类指导,以激励农户采纳亲环境种粮行为。Promoting the green development of agriculture is the"catalyst"to realize the goal of ecological revitalization.Cultivated land is the foundation of agricultural production,and farmers are the main participants in agricultural green production,so it is of practical significance to explore farmers'green behavior on cultivated land use.Based on the micro-survey data of 1032 farmers in 10 provinces,we empirically analyze the influence and mechanism of high-standard farmland construction on farmers'pro-environmental grain growing behavior.The results indicate that:1)The high-standard farmland construction promotes farmers'pro-environmental grain growing behavior,and induces the reduction of chemical fertilizers and pesticides and the increase of water-saving irrigation.2)The high-standard farmland construction can improve farmers'pro-environmental grain growing behavior by expanding farmland scale management and service scale management.3)The high-standard farmland construction can promote the pro-environmental grain growing behavior of farmers who have gone out to work.4)Compared with farmers with transferred land in,high-standard farmland construction has a greater marginal contribution to the reduction of chemical fertilizers and pesticides for farmers without transferred land in.And compared with the"price effect"of farmland rent,the"time effect"of farmland circulation period is more conducive to farmers'pro-environmental grain growing behavior.It is suggested that the concept of green development should run through the whole process of high-standard farmland construction and utilization.It is necessary to guide the orderly circulation of agricultural land to develop moderate scale operation of agriculture,and pay attention to the implementation of differentiated strategies for classified guidance,encouraging farmers to adopt pro-environmental grain growing behavior.
