摘　　要：随着算法时代的来临,公共行政试图大规模应用算法技术来加速现代化进程,然而,在该过程中逐渐出现了行政人员主体性被遮蔽的现象,即行政人员的能动性从属于受动性,具体表现为行政人员对公共行政事务难以理性认知、积极实践与创造解决。造成行政人员主体性被遮蔽的原因主要是算法使行政事务客体的真实性被掩盖、算法使行政人员受到被动约束、算法使行政人员将技术手段混淆为目的。为了寻回行政人员主体性,需要从坚持行政人员主体地位、校勘技术的具体应用方向、推动政府与技术多维共振几方面入手,促使行政主体向健康成熟阶段跃迁,保证公共行政发展与算法迭代始终相向而行。With the advent of the algorithmic era,public administration has attempted to apply algorithmic techniques on a large scale to accelerate the process of modernization.However,in this process,the phenomenon of the subjectivity of administrative personnel being obscured has gradually emerged,that is,the initiative of administrative personnel is subordinate to passivity,specifically manifested as the difficulty for administrative personnel to rationally perceive,actively practice,and creatively deal with public administrative affairs.The main reasons why the subjectivity of the administrative personnel are obscured are that the algorithm makes the authenticity of the object of administrative affairs concealed,the algorithm makes the administrative personnel subjected to passive constraints,and the algorithm makes the administrative personnel confuse the technical means for the purpose.In order to recover the subjectivity of administrative personnel,it is necessary to start from insisting on the subjective status of administrative personnel,adjusting the specific application direction of technology,and promoting the multi-dimensional resonance between the government and technology,so as to promote the leap to a healthy and mature stage of the administrative subject,and to ensure that the development of public administration and the iteration of algorithms always proceed in the same direction.
