公立高校科技成果转化的问题、原因及对策

摘　　要：公立高校作为知识产权产出和转化的重要高地,承担着科技成果转化的重要任务。但是,当前有关科技成果产权管理的权利矛盾给科研成果落地转化制造了障碍,包括公立高校与国家之间的权利矛盾关系,以及科研人员与公立高校之间的权利矛盾关系。同时,科技成果转移转化登记制度、奖励报酬制度等均不完善,公立高校的权力限制不清晰,如何赋予科研人员更大自由的政策也有待细化。由此提出,公立高校科技成果盘活需要通过进一步完善相关制度建设,明确责任细节要求,激发科技成果转化各环节积极性,促进科技成果落地转化,助推高校科技成果赋能国家创新发展。Universities,as important highlands for intellectual property output and transformation,bear the responsibility of transforming and applying scientific and technological achievements.However,the current power struggle over the management of property rights for scientific and technological achievements has created obstacles to the successful transformation of research findings.There is an urgent need to overcome the limitations of identity relations in the transformation of scientific and technological achievements by establishing clear legal responsibilities,improving relevant systems,and specifying accountability requirements.Thus,the enthusiasm of each link in the transformation of scientific and technological achievements will be stimulated,and the scientific and technological achievements of colleges and universities will be enhanced to promote the development of national innovation.
