型构与加持:党报作用的变迁及其与党的工作重心的关系建构——基于中共新闻宣传政策的文本挖掘(1921—2023)

摘　　要：重视党报的作用是党的优良传统与政治优势。将党报的作用置于党的工作重心转变的脉络下进行考察,有利于审视党报的作用在革命、建设及改革时期的变迁过程。以中共新闻宣传政策(1921—2023)为分析文本,采用自然语言处理(Natural Language Processing)技术,考察党报作用的变迁及其与党的工作重心的关系建构。结果显示,党报作用的变迁主要经历定调、调整、升华三个阶段。党报作用的定调是回应革命,调整是回应建设,升华是回应人民。贯览党报作用的变迁,其总体规律是:受党的工作重心、党报自身发展需求、媒介市场三重因素影响,党的工作重心是型构党报作用的首要动力因素。相应的,党报回应了各历史时期党的工作重心的变革,对党的工作重心起到了助推和加持作用。研究还发现,1978年后,中共新闻宣传政策较少直接述及党报的作用,更多是将其置于新闻舆论工作中一并论述,未能充分凸显党报的引领性及不可替代性。此外,中共新闻宣传政策对党报的理论先导等作用要求较少。这些都是今后党报发展需关注的问题。Attaching importance to the role of party newspapers is a fine tradition and political advantage of the party.Examining the role of party newspapers in the context of the shift in the focus of the party's work is conducive to examining the changes in the role of party newspapers from the perspectives of revolution,construction,and reform.Taking the CCP's news propaganda policy(1921-2023)as the analysis text,natural language processing technology is used to examine the changes in the role of party newspapers and the construction of their relationship with the focus of the party's work.The results show that the changes in the role of party newspapers mainly go through three stages:setting the tone,adjusting,and sublimating.The tone of the role of party newspapers is to respond to revolution,the adjustment is to respond to construction,and the sublimation is to respond to the people.Looking through the changes in the role of party newspapers,the overall law is:influenced by the three factors of the focus of the party's work,the development needs of the party newspapers themselves,and the media market,the focus of the party's work is the primary driving factor in shaping the role of party newspapers. Correspondingly, party newspapers responded to the changes in varioushistorical periods and played a role in boosting and supporting the focus of the party's work. The studyalso found that after 1978, the CCP’s news and propaganda policies rarely directly mentioned the roleof party newspapers, but more often put them in the news and public opinion work, failing to fullyhighlight the leadership and irreplaceability of party newspapers. In addition, the CCP’s news andpropaganda policies rarely require party newspapers to play a leading role in theory. These are allissues that need to be paid attention to in the future development of party newspapers.
